Managing Process Safety at Pakistan Refinery Limited


To help assure safety and reliability at workplace and to complement company policy, Pakistan Refinery Limited went the extra mile and developed Process Safety Management system in addition. The system is in line with a 14-element management system to help prevent the effects of catastrophic releases of chemicals or energy from processes covered by regulations 29 CFR 1910.119.

PRL has a systematic approach to assess risks and to take preventive actions to mitigate their potential as low as reasonably practicable. The organization maintains a high awareness of process hazards and their potential consequences and is constantly vigilant for indications of system weaknesses that might foreshadow significant safety events.

PRL has developed strategies and activities pertaining to plant asset integrity. It incorporates design aspects, operating conditions, maintenance and inspection plans. This ensures equipment are within safe operating limits, fit-for-purpose, and reliable.

PRL has a formal process for reporting, tracking, and investigating incidents including near-misses to identify loopholes in the existing system and to avoid their recurrence by means of adequate corrective actions. We seek to learn from past incidents and encourage disseminating knowledge among stakeholders to promote effective and efficient process safety culture.

To determine the quality of PSM program, PRL conducts periodic process safety audit for continual improvement.
